David Penn, longtime union member and community activist died on October 7 after a long illness. Penn became a laborer in 1966 at the age of 16. He served as secretary-treasurer and was eventually elected business manager of the local.
"He was incredibly conscious of injustice and if he found that someone was the target of a racial remark or was being treated unfairly, he took it personally and (it) hurt him as much as the person it was directed at," said Mike Matejka, Bloomington Laborers' International Local 362 member.
